I agree with Richard - also note how the boats have a bit of a yellowish hue to them. (Assuming they were close to white) This makes me think that it was not done with the white balance controls (which are generally yellow blue (temp) and green magenta (tint))

Can't help you with time,
but Gimp is Free - I think Raw Therapee might be free as well.
