Yes, it's a combination of 3 shots -2,0,+2 - then HDR tone-mapped.

It's really very simple if your camera does exposure bracketing. I set up -2, 0, +2, with a 3 shot burst on a tripod ( more shots is better if your camera can do more bracketing settings ).

There are a few tools you can use to do the tone mapping, for this shot I used Dynamic Photo HDR ( http://www.mediachance.com/hdri/index.html ) - it pretty much does all the work for you, all you need to do is try not to get too extreme with the settings.

Another tool I've heard people use is Photomatix ( http://www.hdrsoft.com/ ) - I've not tried this one.

I almost always shoot some HDR-ready shots when shooting at night - it's great fun to see what comes out!

HDR
you can also shoot in RAW and then convert it 3 times, in fact the main reason i use RAW is so i know i can try HDR on any image i take
