Using a white reflector above to simulate the Moonlight shinning down.

Exposure Bias: 0 EV
Flash: On

Yes and no. Yes moon was nice and bright and no because I bounced a flash up onto a reflector above to boost the light level enough to hand hold at night.

It is an excellent picture, I don't recall ever seeing a moon flower before and its so beautifully captured and presented it looks like it could have been crafted from fine silk

Beautiful shot. It really works well to put you in the moment of viewing a flower by moonlight. Not the kind of lighting I am used to seeing. I like it.
