Usually, you're supposed to give EXIF info if you have it and also have more guidance as to what you want critiqued.

Anyhow, your picture looks out of focus. Seems like your camera is focused on the innertube in the background and so the kid is out of focus.

Also, being that this is the action/sports area, I'd assume that there's some sort of "action" going on, but being that your crop is so tight, I can't tell what's going on at all. It appears that he's in an innertube but beyond that is just a guess. The innertube could be going down a river, it could be sitting on the lawn with the lawn sprinkler turned on, who knows? It doesn't convey any kind of action or sport about it.

It's also underexposed.

Compositionally its good.. Its underexposed and out of focus. but there are good elements to it.

I think it's compositionally good if you're going for the portrait look. If he wants to convey action/sports (which is what this section is), it's not ideal since it tells us nothing of what's going on cause the crop/composition is so tight. Just like you wouldn't go to an NBA game and crop/compose so tight that the all you see is a nicely composed portrait of a player, you'd rather zoom out so that you can see that the player is at the foul line about to shoot a free throw.
