Default a right soaking

i'm just a beginner and looking for some help. i plan on doing a series of shots this winter like the one below. i plan to go out during my lunch break on wet or rainy days to find these kinds of flooded roads around the city. maybe if i get lucky i'll catch a shot of someone on the sidewalk getting soaked head to toe! i'm looking for a critique on this shot and some suggestions as to the following:
should i set up with a tripod?
what settings are best for these kinds of shots (to capture the spraying water, speeding car)?
i'll gladly accept any other suggestions. i'm hoping to go out again tomorrow at lunch and i can put any suggestions to work. thanks!

yes. i was just fooling around with different wb but i think i might have changed that in camera raw.

yeah, the white seems a litte off to me...also, maybe adjust your frame so that the car/moving object isn't as centered as that is. it'll make it look more dynamic and in motion.

Definitely take the tripod. And try some slow shutter speeds to see if you can catch movement in the cars and spray.

And what kind of a person would want to see others get soaked just so they could get it on film

I wish we had snow over here.

There appears to be a blue color cast in the image, which one would expect. Try removing it using curves, even try autofix in elements might fix it. But that depends on whether you want to see what you see or the camera see's because they are not the same thing.
