Looks like you used a slow enough shutter speed, however your tracking has not matched the vehicles speed, when the shutter was fired. I feel you want at least part (if not the whole vehicle, excluding the wheels) of the vehicle to be sharp and just the background blurred.

A good rule of thumb i use for panning is 1/mph so if a car was going 50 mph, 1/50 would be good, if its going 100 (like race cars) you can get away with 1/100.
If something is going very slow, say a bicycle rider I often use rear curtain flash to freeze the subject. Getting down in the sub 1/20th range is gets hard to track your subject smoothly. I also shoot with rapid fire/burst/continuous mode, often times only 1 out of 8 will be tact sharp so bring a big memory card.
