Ok I'll bite.

Ok, first off the most noticeable thing is the underexposure of the picture. In order to get enough light in low light situations (assuming flash is not an option) you will need to get your ISO as high as possible even at the expense of noise (lots of tiny specks on the pic when you zoom in).
Next, use a lens that gives you the widest possible aperture. (low number) Use AV mode on your dial.
I'm going to assume since you used f/4 on this shot that your lens only stops down to f/4. If it goes lower use it. That will allow you in turn to get the highest possible shutter speed. 1/20 is obviously wayyyyy too slow for sports shots unless you like a lot of motion blur. Some people like to put a little motion blur into their shots which is not necessarily a bad thing since it conveys motion. But I'd say 1/60 would be a good place to start for motion blur and if you want good static shots then you don't want to get much below 1/200 if possible.

By the way: Prime lenses are good for getting a wide (low number) aperture at a decent value. If you want a good wide aperture telephoto lens you are going to pay a bit more.

Try again and let us know how it turns out.

WOW!! thx dude for your response !!
yeahh that is my problem, since my lowest aperture for my nikon is f/4,i recognize my picture would be better if i used higher shutter speed..but when i try higher shutter speed (1/30 or higher),the result is my picture is so dark..maybe i should raise my ISO,but is there any suggestion for taking some pictures in this situation when i cant use higher shutter speed to freeze the motion??if i used flash light the result would be 'pale'..
aside from my underexposure of the picture, what about the other?i mean for the composition or rule of third for this one?is it good enough or there is something better for this shoot?
thx a lot Mo !! )

Most definatley raise your ISO as large as you can. The trade off (noise in exchange for light) is worth it.
I don't have anything to add as far as composition. Not really in my realm of critique since I'm not as good at that as I would like but if you ask me it looks like you placed the subject in a good place. I like it.
Now just work on your settings and practice, practice, practice.
