Default First attempt at motion blur

I just tried this out on a rainy day in the Walled City of Delhi. I have to look for the original file for exposure data, which I'll attach shortly...

Please provide feedback on the following:

1. Does the composition work( I have made the picture in a way that the rickshaw has more space towards the front rather than the back of it)?

2. The subject (rickshaw) is not in completely sharp focus but somehow I feel that it adds to the sense of action...does that work or does it look more like a technical snag?

3. In these type of subjects with a uniform linear motion, there's often motion within the frame of the subject (which I'm panning with), like pedalling , body movement etc. and smaller exposure time to eliminate that somehow freezes the background as well. How does one negotiate with that, both technically and creatively?

4. An antique finish to this otherwise dynamic theme picture was done to lend it a mood related to the subject and also eliminate dampened/wet and not so interesting colours of the background. Does it add to the quality of the picture or does it take away?

1. Yes, great stuff.
2 & 3. You will probably never eliminate all movement from the subject in these situations, but then again you probably don't want to - it adds to the dynamism of the shot.
4. It works well considering the subject - if it was a modern sports car it might not, but in this case it's good.
