I created this picture on Saturday during a typical bright sunny Phoenix morning and thought it would look better in B&W with some graininess (is that a word?) added for effect. I used PS7 to convert to B&W added a gradient layer and played with opacity and saturation to give a fog look then added noise at about 6.5%.

Try changing the "blending mode" of the Gradient in Photoshop. I can't remember if it was there in PS7 or not unfortunately. But if it is the try "Overlay", "Multiply" or even "soft/hard light" blending modes. That should allow you to get that gradient look without it looking overly obvious that a gradient was applied.
