Is it ugly, or boring? What could I do to make it more interesting or just improve it in general?

My question is why did you take the picture? There was a reason; there was something that caught your attention and created a feeling to cause you to take it (at least there should have been). Did that come across in the picture for you? If not, what's missing? I think maybe you're better suited to answer your questions than I am....

To me, it's just a cinder block building without much interest. The highlights are really blown out and the tonality is skewed. I'm guessing you might want to see about setting your monitor better.
