Very interesting to see daytime light trails!

ND filter, I'm assuming?

No use of ND filters, the only equipment used was a tripod, Canon 60D, and a tokina 12-24mm.

Why would you try to claim a 15 second exposure in mid day sun with no ND filter??? Is anyone really naive enough to believe that?

Nope...and now that I have I can revise my statement. If you're going to photoshop multiple exposures into a single image and post it in a critique forum, it might be wise to mention the process in the initial post instead of just showing exif for the night exposure. Regardless...I'm sure the original poster appreciates you jumping to his defense.
