Default Washington Monument

I took some shot of the Monument at noon. I know I should try some early morning shots. There are two questions I have and also any other thoughts anyone may have.

The flare. Should I remove it? Is the tone mapping on track for this sort of image?
As always thanks for any help or critique you may want to share.

I don't know why but sometimes the image URL doesn't connect. In my post preview I could see it and I thought I was good to go. I posted the link and that seems to work.
