I tired it with the modified one and it looks alot better

sharpened

heres my question should I just send the modified to get printed instead even though its not at the correct settings like the resolution is lower and its at 240dpi instead of 300 or would it look like it was just a small image blown up cause its at a 800 for height... these are for an 8x10

i tried just shaprening my original but then it looked extremely over sharpened

You would have to give a bit more information on the file your thinking of sending to print at 8x10 what is the pixel height and width eg 3000 x 4000.

If it is a resized version of the original then you may have problems when enlarging it again if it is a small image. Also the noise you see on your monitor wont look as bad in the printed version as it tends to be more equally spaced out.

Could you not just sharpen the original image again and not resize it?

The small one probably looks better because it has been resized but unfortunately I dont think you will get an 8x10 print from a file that small its ideal for web viewing but not really for printing.

Is it just standard sharpening you are trying? or do you have access to an unsharpen mask, or local contrast adjustment these can both help with sharpening.

If not try to sharpen in increments I.e 5% increments untill you feel theres too much noise and remember the printed version will not look as noisey as it does on your monitor.

The ROES software is not a proofing software. It's an ordering software. It's not meant to give you an exact representation of how the image will look printed. Send the original version.

The "fixed" version probably looks better cause the ROES software doesn't have to combine any pixels to resize it down to fit the preview window.
