Post How to Create Glowing Lights

Just to preface, I'm not sure if I'm asking this in the correct location. Please advise me if I am wrong.
I having been trying (searching) to find any kind of tutorial on how to make christmas lights or any light for that matter glow. My idea is to take a picture of my son with the lights surrounded around him and during the post processing make them glow or perhaps use selective coloring on the lights. Or this may be something that is done while taking the shot.
I currently have the latest verison of Elements so if any suggestions are given please let me know if it will work with that.

Turn down the other lights. If the lights you want to glow are the brightest objects in the room you can then play with the exposure setting and get the glow you are after as they illuminate the surroundings.
