Blur effect in Photoshop

Hi all,

I wanted to try a blue effect on a photo but was not sure what is the best method. I want to create a circular blur around the edges and keep the center sharp.

Recommendations?

It is hard to visualize what you mean, but have you tried creating a layer mask with a soft brush???
Why don't you show me the picture?? I may be able to help because I have done something similar.

Mask + radial blue (or blur as you wish).
