If you want 5x7, you'll need to crop. When you click on the crop tool, there are boxes near the top to constrain the proportions however you like.

If you're resizing for printing, don't. Its not necessary to kill resolution. Printing software doesn't always print at max size.
If you're resizing for the web, saving space, or any other reason -- I'm not exactly sure what you're doing, so I can't pinpoint your problem. Instead, a few tips that will hopefully help -- Use Image>Image Size (or Ctrl+Alt+I) to resize. Pick whatever proportions you want. However, realize that 16"x14" shrinks down proportionally to 8"x7". That means, if you're going to force it into a 5"x7" shape, it's gonna get stretched/squashed slightly. (a trick to avoid this if you just wanna shrink the size of the thing for convenience: check off 'constrain proportions'. then, when you adjust the height, the width changes automatically, or vice versa). If you want the size exactly, you're going to have to crop the image into the correct proportions. the crop tool contains settings you can adjust to crop in a specific proportion. |
