Should be pretty easy in Elements. I did it using this picture by gotplaid? (licensed with Creative Commons):
![]() The result was this: ![]() So, to get there it's just a matter of a few steps (I had a look online to see what steps would work best with Elements since I'm using CS4 and I didn't want to give you steps you couldn't use). 1. Duplicate your original layer. On the duplicate go to Image > Adjustments > Threshold and then drag the arrow left or right to get the amount of detail that you want. This will create essentially the picture you're looking for, but it will be in B&W. 2. Now, to change the colours you can probably use the "Replace Color" function in Elements. Go to Enhance > Adjust Colors > Replace color. Then pick the color you want for the black, pick the color you want for the white, and you're done.

Any way that you can use to select the black or the white will work to replace the colours. I used "Select Color Range" but I don't think that's available in Elements. You could try the Magic Wand selection to select the black and then the white and then fill the selection with the colour.
