How to Create Photoshop Brush?

I've done this many times, but recently I accidentally deleted the brush I've been using as a watermark on my photos so I need to create a new one. But for some reason when I select the layer I want for my brush and go to Edit, Define Brush Preset isn't available for me to click. I might be doing something wrong because I haven't done this for a while, has anyone else had this problem and knows how to fix it? It would be very helpful because I've got a ton of pictures to show to a client this weekend and I need to watermark them!

CS3- The tool was active for a second but it just went inactive again. I'm not sure what I'm doing wrong.

Hm. The way shown in the tutorial is how I've always made brushes, but for some reason it's just not happening for me right now. Blah. I'll keep working with it to see if I can get anywhere. Thanks though!
