Default So I am being a little cheap but....

Where can I find actions like the "Magic Skin" one listed here for less or even free? Is this something easily done without an action or is it actually worth the money?

You don't need it. To get something similar, easily, just do the following:
  1. Select the skin area with the lasso tool.
  2. Copy it onto a new layer (ctrl/cmd-j).
  3. Lock this layer's transparent pixels.
  4. Apply a heavy gaussian blur.
  5. Lower this layer's opacity (have to do it by eye, usually 30%).
  6. Unlock the layer.
  7. Use the eraser tool, with a really soft brush, and an opacity of 50%, to remove any sections that look dodgy (usually around the hair, eyebrows, lips, nose, etc.
To remove wrinkles, just use the healing brush on the background layer. The top layer's soft blurring effect will make it far more forgiving.

It's always good to try and make your own action, you'll learn so much that way. But, there are a number of free actions out there that cover what you may want. Here is one that I found:
