if there are any questions (or complaints) about the tutorial, let me have 'em!
As far as compatibilities go, different versions of PS may not have all the functionalities that I drew on... but there are (almost) always ways to get around them. for example, Photoshop Elements doesn't have masking capabilities (see this thread for links and a solution). Another way to create the vignette without masking is to use the gradient tool. With your foreground color set to black, pick the gradient that goes from black to transparent. With some experimentation, you can draw a gradient that's transparent in the middle and black near the edges. There are a million ways to do anything in Photoshop.

My only thing is the learning curve to use The Gimp for some of this but I think I can figure it out since most of the info is the same, just in a slightly different place.
