Default Photoshop actions vs. Lightroom presets

I mainly use Lightroom 4 and have the MCP presets for Lightroom. I also have Photoshop elements and have been curious about actions for Photoshop but have not yet tried any out. What are your thoughts on Photoshop vs. Lightroom, do you think Photoshop has better results?

I have some of both. Some I like better for Lightroom- like b&w conversions, where I can easily tweak them. But overall I prefer PS actions, because everything is on individual layers. I can go in and turn layers on or off, change opacity, or use layer masks to only get the effect of the action in certain places. Much more powerful.
