Elements 7 which is what I use, has what appears to be the same RAW editing options (from what I've seen in video tutorials and screen shots of Photoshop) As well as the ability to then open directly in pse to edit as a jpeg, leaving the original file unchanged as it just saves an .xmp of the changes.

CS5 RAW and LR3 are comparable, but the elements version of RAW is limited. With elements you will get the basics no frills RAW. If you want all the bells and whistles you will need LR3 or CS 4 or 5. With LR you can export to elements for the more creative work.
