OK, here's what I did
1)Open the brush palette and select one of the softer brushes..they will look kind of blurry and won't have a hard defined edge.
2) adjust your brush size to something roughly the size of a quarter by using your bracket keys ( [ ] ) on the keyboard to change the brush size to the size you want to work with.
3) up on the top menu bar you will see "Set Range"..set this to Midtones
4) also on the top menu bar next to Set Range you will see "Exposure" I set this to 20%
5) I simply painted over the areas multiple times until I got the tones to be somewhat consistent with the right side of the image..each subsequent pass of the brush made the blue tones get 20% darker until such time that I liked what I saw.
It's all very simple...like I said, no masks, no layers..just painting in (burning in) the darkness where you need it. 5 or 10 passes of the brush, and you'll be there
