Unhappy Fix photo where flash malfunctioned

I have some old, but very important photos that were taken with a film camera. The flash malfunctioned, and when they were developed, we realized that each photo was half perfect and half dark. Bummer!

This was a one-time event, so it can't be replicated. Is there a way to lighten up only half of a photo. I suppose I could crop the photo, lighten it, then somehow put it back together. I have Photoshop Elements, but I haven't used it yet. Will it do something like this and, if so, how?

You can select the half of the photo that needs to be lightened, and do your adjustments on that side of the photo. No guarantees, though,because if there's no detail to begin with, there's not much you can do.
