How do I get "Portrait Professional" style hair in photoshop?

There is probably a pretty simple answer to this....

I've messed around with the free trialPortrait Professional/ and while it generally isn't suitable for my style and aspirations there is an interesting effect when the hair smoothing function is maxed out.

Now..I'd rather do it in photoshop and have a little more fine control and finesse with it, anyone have an tips or ideas on how?
