Default Editing Speed bump

I’ve ran into a PPing speed bump. I took this picture of my fiancee and I really like it, I like the hair on her face and the overall look. However the image needs some help with color and lighting to start with.

The specific part I’m having a problem with is the sun filled hair. For starters there’s some clipping going on and every time I try to mess with color or lighting things go south and the image starts to look really bad.

How would you guys handle this editing.
BTW I'm using CS5 and lightroom

If the image hasn't clipped too badly in those areas, you might be able to use burn & dodge to take some of the glare out. I bet you wouldn't need too much.

there is no detail in the sunlit hair so it would only darken the color of the hair if you adjust it in levels or curves.
what i would do is select some portions of the hair at the left and put it in another layer and transform, flip horizontal. then adjust the midtones to make it lighter and then adjust the color in hue and saturation. blend it with layermask and adjust opacity.
