I came across this photo and I'm trying to figure out how to get these light dots around the portrait. Any ideas? If it is a Photoshop effect, which one is it?

I think it is a combination of two images.
(1) The portrait (2) A "Bokeh Lights" photograph. Do a Google image search "Bokeh lights" and you will see what I mean.

I agree with Richard. This is most likely two photographs combined together in photoshop. Using layer mask or some other technique. Its really a pretty cool affect.
I would say all you need to do is get some multi colored christmas lights, take a few pictures of them out of focus so you have a nice glowing orb in a pattern you find nice. Then take a nice portrait and combine the two. I might have to try this myself. Jojo

Notice how the flare of 3 dots on the centre (a bit to the right) and the flare of 3 dots on the lower left of the image is EXACTLY THE SAME, including lower reflections, but in a different scale and size.
