Default Border Logo strip

Hi

Sorry, I really have no idea what it's called but hopefully the picture below will explain what I'm trying to ask. Does anyone know how to do that strip below? I've been creating borders around my photos using CS5 but thought this strip is better ... any ideas? I tried youtubing but not getting it and maybe it's because I'm not using the correct term?

New layer
Marquee Selection tool
Make your selection
Fill > White > on new layer
Set layer opacity to desired level.
Add text (will automatically go as separate layer)
