Default Photo texture (à la Josh Tilton)

I've been playing around with various photo textures and have been getting into creating my own to suit my needs. I have come across the photography of Josh Tilton and I notice him sometimes using this interesting texture. You can see what I'm talking about here.

Would anybody have any idea of how such a texture can be acheived?

This is a combination of two techniques

1: Tilt-shift (or faked tilt-shift), which is likely fake in this case.
2: the texture

TO add texture, open the image in photoshop, add a new layer, fill that layer with the texture, and set it to OVERLAY.

Here, the photographer has faked a tilt-shift to blur the left and right side (by adding a blur layer as well) and has erased part of the texture layer so that it doesnt show in the middle where the subjects are

Thanks for your response, but I am familiar with the techniques you mentioned. I am simply wondering if anybody has an idea of how such a texture would be created from scratch...

There's a few possibilites in photoshop filters...water and spatter may get this effect. Finish by using the history brush over the area you don't want the texture..adjust the opacity to get the desired results
