Try http://www.freedigitalphotos.net/ or http://www.freestockimages.org/

I like the first website best. Hope you find what you are looking for!

Just remember to give credit where it is due (freedigitalphotos.net requires it for the free option).

Default backgrounds

if you are looking for digital backgrounds for use with a green screen there is a plug in from http://www.photoshopgreenscreen.com/scripts.html there is a script that creates backdrops, it is not scenic more like abstract, but there are a ton of options!! there is a youtube video tuturial, just make sure you save the background as its own psd because you will never get the same background twice!
