How to do it will depend on what software you have....It is a white stroke border with a drop shadow
If you don't have any post processing software there are some free ones on the internet like Gimp.

In PS it is in layer styles.
Double click on the layer (or click the fx button or use the fly out menu)
On the Layer style menu click the box for stroke and also highlight the stroke box
move the size slider, also change the color to white (i think the default is black)
For the drop shadow, click on the drop shadow line in the layer style and also click the check box. the adjust the size and other parameters of the drop shadow.
bam.

That is PS CS4/CS5 I do not know how much different the steps would be for a different version of PS

gooled it and found this video which is probably much better than i could explain...

tscouple. If you are doing this for a website like what you have linked to, you are much better off to do it in CSS.

If you want more info, pm me and ill send you a code sample. I dont see the need to go into great depths if you dont need the info.

You can also change the "canvas" size of your photo and fill that with white.
