I say photomechanics from Camerabits.com, but some say Lightroom. Depends on who you talk too.
Most of the pros use PM..why..it's a faster editing program.

I've been leaning towards lightroom based off of what I've heard but, I'm not sure what else is out there. I have adobe Photoshop CS3 and feel like I'm limited with it, and that there is a lot of newer programs out there. I'd also like something that can help speed up editing, and I'd like to spend less than $300. Maybe this isn't possible with my budget?

Lightroom has a fully functional trial you can download. I don't know what other trials are available. Try them all. Then decide if the one you like best is worth its price or not.

Okay. I have to say this. Coming from Photoshop and Lightroom, and being a software developer and graphic designer, I can honestly say The GIMP has got to have the worst user interface in the known universe. I've tried using it do with some very basic things that I could do in seconds in Photoshop, half the time ending up failing at even achieving the result, letalone battling the unintuitive UI. And this is coming from someone who's spent time getting used to it.
