How do you convert your photo to a color cartoon like photo? What program would you use?

If you're wanting to make it look like the kind of cartoon you see in a comic book / newspaper comic, I'd use photoshop. Like one of these tutorials: 20 Insane Comic-book Style Photoshop Effects | Psdtuts+

If you're aiming for something like the very saturated HDR look that looks almost cartoon like rather than realistic, you might be looking at something like Photomatrix.
