Hi. I think that the title pretty much sums it up.
I need a Lightroom plugin, or a way to add a simple solid color frame to my photos on export. Thanks in advance

You can also build a frame if you are using the viniet (how the heck do you spell that again?) propperly or not, deppends on how you see it. You can make this a preset in LR and you are done... Quick and dirty... how we all like it.
