How do I achieve this type of effect.

In photoshop:
make a selection
filter --> blur-->motion blur
select the desired amount of blur

the selection restricts the blur to just the selection.

at least thats my guess.

1. select the dude
2. duplicate selection twice on new layers
3. apply motion blur on the middle layer

So you'll end up with three layers from bottom up: original, dude motion blurred, dude without blurrrrrrr.
