GIMP is free and has many of the same tools as Photoshop. However, you may also want to check out this site that promises "10 free web-based alternatives to Photoshop."

There are many tools that will do basic photo editing tasks for free - picassa, paint.net , IrfanView. Gimp is very powerful, but not as easy to understand.

There is also a free photo editing tool in my signature.
