I liked the colour layer idea from mandy so I had a quick play and found if you over expose the original image a little I used curves, then using a copy layer set to colour desaturate that leaving some colour behind and adjust the effect with opacity I also applied a gaussian blur as well which seemed to improve it. Then I added a gradient map of the image with a slight blue tint its layer also set to colour, you can also adjust this layer with hue and saturation adjustments and opacity.

Would be interesting to see how it was actualy done though lol

Haha wow. I wouldn't mind seeing the result you came up with if you feel up to posting.

You may all recognise this image ... comes with windows lol was the only image I could grab quickly that I thought I could post with out posting anyone elses work. I chose it because it was a bright image to start with and tried my ideas out I think with a bit of fine tuning it could give you some ideas hopefuly.

As an update, I sent the photographer a message on Facebook and he replied:

"Hey Jesse!

Thanks for your compliments on my work!

We just desaturate stuff in lightroom in addition to using some photoshop actions that we've created from time to time. I know that's a vague answer but that's what we do

Thanks again for the message. Best of luck to you!"

Straight from the horses mouth. A lot of replies in this thread that called it correctly.
