Default Question on 4x6 print with border

I like to have a nice white stroke as a border on my 4x6 prints. So what I do to prepare my image for print is

Set my crop to 4x6 and 300 dpi

crop

Do a select all > edit > stroke and set it to 20px inside.

Now when my print shop prints the 4x6, the top border has been a fraction smaller then the rest of the sides.

I asked them about it and they said it is probable due to the printer bleed thay have set. And he tried to tell me if I created a 4x6 canvas and place a 3 2/32 and 5 30/32 image on it, it should print correctly.

That starts to seem more work then it is worth but does this sound correct or are they blowing smoke?
