How do i take pictures like this one:

The person is in focus, but there is still a blur of light, as if it were a long exposure.
How will i get results like this?

the photo is taken with a lot of weight and there is a message. Flush with colors. Very nice photo. I wonder if I can take such photos. though I have taken photos for various RC,CC events never b4 like this. this photo is something unique and has a feeling.

Honestly I cant take such photos. I dont I am that good though I Use Canon EOS.
