Unhappy Family portrait

I took some family pictures for my parents 40th anniversary (first time in years that the entire family is together). Unfortunately, in the picture I liked best my sister closed her eyes. There is another picture that she has her eyes open but three others look weird. I cannot redo the pictures now because some family members already returned home. Is there a way that I can use my sister's good picture to replace on the one she closed her eyes? I am so new to photography. I do not have photoshop

you'll need a photo editing software that allows you to edit photos unfortunately and even then it could be difficult ...

If you don't have Photoshop, you could try using GIMP - The GNU Image Manipulation Program - it works in a very similar way to Photoshop, but it's free.

As for cutting and pasting eyes - I've done it, but it's very very fiddly to get the results to not look like you've cut some eyes from one picture and pasted them into another, if you see what I mean..

Yeah you can definitely try to cut her eyes out, and paste them into the picture you like. I would apply a quick mask to the eyes, and use a low opacity brush to blend in the edges. Also copy more than just the eyes so you have more room to play with.
