My first guess would be to have the taller one sit on a stool or something to bring their height more in line with the other. I would also suggest that you keep in mind that their difference in height could be something that they're recognized for. Perhaps you could actually use that difference to create some fun images?

Seated poses, seat the tall one. Standing poses (non full length) stand the short one on a sturdy box. The ideal levels would be for the eyes of the shorter subject to be at approximately the same level as the mouth of the taller one.

do they have to stand together? do something different, have the tall one in front and the short one in the back at an angle or vice versa.
sitting/standing the tall one can kneel, even if it's a woman, hahahha. the little one can sit on the tall persons lap
