What can I do to improve this photo? It was taken with a Nikon L100. and edited in Photoshop

Welcome to DPS!
As you can see from the Critique-section's rules, you should add the EXIF info so it would be easier to help. And please add also some specific questions or areas you'd want critique on.

I think the photo is way too blurry. Is it just out of focus or did that effect come from post-processing?

If you're just doing snapshots then sometimes you have to use a flash, but the idea is to try and avoid it because it produces flatness and harsh shadows. Landscape orientation would probably have been better so you'd have less floor in the shot. Keep at it

Mostly true. However, if you bounce your flash off of the ceiling or wall, or get your flash off of the camera, you can add a lot of dimension to a photo. It takes some practice and trial and error, but it is fun. Before I got my big flash, I would use a white card, or a small mirror to get my on-camera flash to reflect towards a wall or ceiling.

I like it - it's a lovely candid shot that tells a story of children playing in their lounge room.

What makes this photo appealing to me are the imperfections. Sounds strange i know, but sometimes in our photoshopped world, it's very refreshing to see a photo with imperfections - makes it stand out.

Photographs supply the viewer with a story - a meaning to engage with - and your photo does this brilliantly.

Any mother should be proud to have this on her wall.
