Without really knowing what you are wanting help with (guidelines) I'll take a brief stab at it. Forgive me cause I am terrible at the technical stuff so you'll probbaly get more help with that from others who are better than me.
Processing I am good at and would I might suggest is cropping this into more of a square. The forehead is just a bit too prominent. You may also want to use the blemish or clone tool to remove some of the blemishes on his skin and smooth it out some.
Not too much cause those freckles are adorable

I'll agree with windrider on this one...this crop with the forehead in this position is what is known as the alien phenom... pull back and include the top of the head.

The one thing that stands out to me is the focus. With portraits you want to make sure the eyes are in sharp focus. Here it looks like the focus was on the nose, and it left the eyes slightly out of focus. If you're using autofocus, make sure your camera has selected a focus point on the eyes. You could also use a smaller aperture to get greater depth of field to get the nose and eyes sharp.

A better cutting of forehead will work.

As mentioned prior, your crop does not work for this shot. Also its a bit soft around the eyes, and you could bump up the contrast or do some unsharp mask to bring out his facial details.
