Question Homecoming Queen (almost)

This is my sister, Aubrey.. She made homecoming court.. She came in runner up for getting queen! I know there is LOTS wrong with this.. Mostly my settings.. Please tell me what I should have done instead? I am lost.. I took it about 8pm, on the sidelines of the football field.. We were under one of the big lights, so why did it turn out so dark? Anything that would help me fix this in the future..

I have the s9100 and have to say it was a cranky little camera at times but it can also give some great shots too.
That aside, even with the big lights, you could have used a higher IS0. 100 works for bright light, so think the later in the day (evening) the higher the ISO. Also slower on the shutter speed as well. Although i know the camera hates really slow shutter speeds. (at least mine did)

I might not have positioned her with the fence line running across her neck in the background...Im sure it would be easy to edit out though
