I know I cropped off his hands and part of his forearm, and some overexposed areas on his arms, noted... looking for overall critique and specially how would I fix when parts like in this photo is overexposed but everything else is exposed properly?

Was the original shot in RAW?
You maybe able to do a highlight recovery on it. Otherwise you could try a new layer with a multiply blend mode applied selectively. Another option may be to crop both the top and bottom of the pic and make it a head shot only.

Thanks I'll play with those suggestions... and yes I shoot RAW all the time (Jared Polin didn't teach me that lol, but I just prefer the control of what I get with RAW than jpg only)

I like the idea of shooting through the railing here. There is something distracting me on the inside edges of the vertical bars and along the bottom of the horizoltal bar all in the foreground. Is that just the bokeh or something from the PP. I agree with the others on cropping to a head shot.

As Richard Taylor recommended, I'd start with highlight recovery. If that isn't enough, you can sometimes get a better result with a curves layer in PS (or whatever, but not PS Elements).
Get what you can from Highlight Recovery, then open in PS. Add a Curves adjustment layer and increase the slope of the tone curve in the highlight tones to increase the contrast there. (This will result in a corresponding loss of contrast in the midtones and shadows, but that can often be managed adequately.)
