Default I'd appreciate a critique :)

I took this photo, and my friend (who the picture is of) edited it. We made an agreement to approve each others photo after we edit it and I don't like the way she edited it. I want a critique on my shot (it's my first ever senior portrait, we took our own because we didn't want to pay) and her editing.

Check the posting rules for critique. You're missing the exif data. Also embedding the image instead of linking to it makes it easier for people to respond.

My biggest issue with the image is it is badly out of focus.

I agree with Bruce, it is quite out of focus.

Also, the blurred background is wonky -- could be the result of over editing?

If you can, I do think you need to reshoot and make sure that you have focused properly, especially around the eyes. Tell your friend that her edit is also too much.
