My instinct says this was overexposed and you've darkened the little girl while leaving the background a bit blown out and that's where the dark halo comes from.

I like how she's offset to the left and looking right into the negative space of the image. I can't help but wonder if what she is wearing is bright and vibrant and this would look better in color with the over-exposure pulled down image-wide.

I'm a pretty big fan of overexposed backgrounds. Gives drama to photos. So I don't have much to say about that, except she does have a dark halo that's a bit distracting, but so is the background. I am focusing too much on the car in the background than her in her cute mommy heels. But I do love that she is offset to the left, and looking right.
