I can see what idea you had in mind here.. but you zoomed in too close and you were left with a picture of her back and nothing else. it would have been nice if there was something special or interesting on her back but there isn't.
if I got it right, you were trying to give a feeling of someone looking at a distant view. I think it would have worked better if she was a smaller object in the overall picture, her head was not cropped and we could see much more of that scene.

Actually it looks like a little one armed girl. If this was a candid and you did not have time or could not pose her then you have a reason for what you got. If not, then fix her top and pose her 3/4 not full back. Get all of her top and put the edge at or just below her waist. Don't cut off arms, hands, or large portions of the head. If you cut off a leg do so above the knee.

Set your camera to vivid so the colors are more saturated and less washed out.

the title, and the telephoto, voyeuristic shot kinda creeps me out. just sayin.

I can also see what you are going for with this, but I think for a shot like this to work, there really needs to be more context to the picture. What is she looking at? We need to see more of her environment. Focus and exposure look good. I also agree that the angle of her arm is awkward and is throwing me off a bit. You're off to a great start though!
