This is a picture of my little sister from awhile ago.

Please give any advise that you may have

please provide EXIF data so we can help you better.
at first look, I can tell you straight away - it's underexposed by a stop or two.
other than that it's a nice picture of a cute girl.
try brightening it up..
as for the tilt.. I can go either way. some will tell you they don't care for it, some will love it.. that's purely a matter of taste.

Thanks for the advise! I do not have the EXIF data on the computer that I am on so I cannot get it for you.
