Default Is this shot overexposed?

I took this photo last weekend in a park. I love this shot. However, not sure if it adheres to the rules for portraits. Like- eyes should be sharpest point in the shot. In my shot eyes are definitely not very sharp. Moreover, I have blown out the forehead. Does it make this shot look bad? If I try to step down the exposure the eyes become very dark. was there any way around to make this shot look better?

"..is it overexposed?" Well, for sure the hair is, but shooting in that type of light it's pretty much unavoidable. Once exposure detail gets to 255 on the digital scale, all details are gone and irrecoverable. All in all, it's a nice shot though in capturing the gents expression, regardless of it meeting all the technical requirements of a "good portrait."
